Leh — The Union Territory administration of Ladakh has launched a **judicial commission** to probe the September 24 clashes in Leh that left four people dead and dozens injured. The inquiry, led by Justice (Retd.) B.S. Chauhan of the Supreme Court, aims to establish accountability, review administrative decisions, and recommend long-term measures for preventing such incidents in the future.
Officials confirmed that the commission has been granted three months to complete its investigation. Notices have been issued to eyewitnesses, local officials, and police personnel to record their statements under oath. The panel will also examine video footage, hospital records, and media evidence to reconstruct the timeline of events.
“Our objective is to uncover the truth and ensure transparency. Every citizen who witnessed the events is encouraged to come forward,”
Justice Chauhan said while addressing mediapersons in Leh on Friday.
The clashes broke out during a protest demanding better local employment quotas and autonomous governance powers for Ladakh. The agitation spiraled when demonstrators and security forces exchanged projectiles near the Polo Ground, triggering chaos. Residents have since called for restraint, compensation, and an impartial probe into the alleged use of force.
In a statement, the Leh administration assured protection for witnesses and pledged that the inquiry will be conducted “without fear or favour.” Human rights groups have welcomed the move but urged the commission to include **civil-society observers** and make hearings partially public to restore faith among citizens.
Analysts say the findings could influence the Centre’s policy approach in the newly carved Union Territory, where governance, environment, and tourism interests often intersect. “This inquiry is a test case for how transparent governance in Himalayan regions can be institutionalized,” remarked legal scholar Dr. Nawang Dorje.
The commission’s interim report is expected by mid-December, with final recommendations due in January 2026. Victims’ families and local representatives plan to attend the next open hearing scheduled for early November.
