Karnataka Government Tables Bill to Penalize Insults Against Healthcare Personnel

Bengaluru, July 25, 2024 – The Karnataka government has introduced a new bill aimed at protecting healthcare personnel from intentional insults. The Karnataka Medical Registration and Certain Other Law (Amendment) Bill 2024 was tabled in the legislative assembly, proposing penalties for anyone found guilty of insulting registered medical practitioners, nurses, medical students, and paramedical staff.

Bill Highlights: The bill defines intentional insult as the “use of words, figures or gestures with an intention to insult, humiliate, disgrace, annoy or abuse a medicare service personnel either directly addressed to him or through social media or through unauthorized audio and video recording and photographing in connection with his professional duty.”

Penalties:

  • Imprisonment: Up to three months
  • Fine: Up to Rs 10,000
  • Offense Classification: Offenses under sections 3, 3A, and 4A are cognizable and non-bailable.

Demand for Protection: Medical professionals across India have been advocating for stricter laws to eradicate violence and insults against them, particularly from patients or their relatives. The new bill aims to address these concerns by providing a legal framework to penalize such behavior.
