HSVP Revises Enhancement Charges for Plot Owners in Gurugram Sectors 37C and 110A

Gurugram, India – The Haryana Shahari Vikas Pradhikaran (HSVP) has recommended that revised enhancement notices be issued to plot owners in Gurugram Sectors 37C and 110A. The authority stated that enhancement can only be charged from plot owners whose land was acquired after paying compensation. This recommendation follows a review of enhancement charges, taking into account that no compensation was paid for land acquired under land pooling in these sectors.

HSVP officials clarified that farmers whose land has been acquired by HSVP receive additional compensation if the court approves their submission for higher compensation. This extra payment, termed enhancement charges, is subsequently charged to the allottees. Last year, plot owners in Sector 110A received enhancement notices ranging from ₹50 lakh to ₹1 crore, leading them to seek exemptions as they had acquired plots under the oustees quota.

In October last year, the authority issued enhancement notices to plot owners in Sectors 37C and 110A, where numerous oustees were allotted plots in exchange for their land acquired for the Dwarka Expressway construction.

Vikas Dhandha, estate officer at HSVP, explained the revised calculation for enhancement in these sectors. “In Sector 37C, the enhancement was earlier calculated for the entire 60 acres but now it has been calculated on 15 acres which was acquired from farmers. The rest of the land was acquired under land pooling, and we don’t have to pay enhancement on that. We have made this recommendation to the headquarters,” he said. He added that the same formula will be applied in other sectors as well.

Dhandha further mentioned that enhancement charges for oustees, who were allotted plots after their land was acquired for Dwarka Expressway, have also been recalculated. “A recommendation in this matter has also been sent to the headquarters and if it is approved, it will provide relief to plot owners,” he said.

The recommendation, if approved, is expected to bring significant relief to the affected plot owners by ensuring that enhancement charges are only applied where due compensation has been paid for the acquired land.
