Gurgaon, June 26, 2024 — In a stringent move to enforce traffic regulations and ensure the payment of fines, Gurgaon police have started impounding vehicles with numerous unpaid e-challans. This enforcement campaign comes in response to the high number of unpaid e-challans issued daily.
High Volume of E-Challans
The city traffic police issue approximately 4,500 challans daily, with around 3,000 generated through CCTV cameras and 1,500 manually by officers. Despite these efforts, a significant number of e-challans remain unpaid, prompting the police to take decisive action.
Recent Impoundments
Over the past 10 days, the Gurgaon police have impounded 19 vehicles, including auto rickshaws and motorcycles, due to non-payment of traffic fines. Each of these vehicles had accumulated fines amounting to at least Rs 1 lakh, with over 100 pending e-challans each, indicating regular offenses.
The impounded vehicles, consisting of 13 auto rickshaws and six motorcycles, are currently parked in designated areas in Sector 29 and near Rajiv Chowk. Notably, one autorickshaw had 289 unpaid challans, while others had 269 and 195 respectively. Among the motorcycles, one had 195 pending challans.
Common Traffic Violations
Common traffic violations in Gurgaon include wrong-side driving, unauthorized parking, signal jumping, and riding without helmets. Penalties for these offenses range from Rs 500 to Rs 5,000, depending on the severity of the violation. The e-challans are linked to the vehicle’s registration number, and unpaid fines can accumulate, creating substantial financial burdens for vehicle owners.
Implications of Unpaid E-Challans
While there is currently no immediate mechanism for automatic fine recovery, unpaid penalties can hinder a vehicle owner’s ability to sell the vehicle, as a No Objection Certificate (NOC) from the regional transport authority is required. This adds an additional layer of inconvenience for defaulters.
Technological Integration in Traffic Enforcement
The CCTV system in Gurgaon captures traffic violations and sends alerts to the GMDA’s Integrated Command and Control Centre (ICCC) for verification and issuance of e-challans. This technological integration aims to enhance the efficiency and accuracy of traffic enforcement in the city.
Police Statement and Public Advisory
A Gurgaon police spokesperson urged vehicle owners to clear their pending e-challans to avoid inconvenience. “We are committed to ensuring compliance with traffic rules to maintain order and safety on the roads. Vehicle owners with outstanding fines should settle them promptly to avoid their vehicles being impounded,” the spokesperson said.
