New Delhi, June 26, 2024 — Congress MP Rahul Gandhi has officially taken on the crucial role of Leader of the Opposition (LoP) in the 18th Lok Sabha. As he assumed office, Gandhi displayed a copy of the Constitution of India, symbolizing his commitment to upholding the democratic principles and safeguarding the rights of minorities in the country. This role comes with significant responsibilities aimed at ensuring government accountability and facilitating effective governance.

Key Responsibilities of the Leader of the Opposition

1. Opposing and Questioning Government Policies: Rahul Gandhi’s primary responsibility as LoP is to rigorously question and scrutinize the government’s policies. While he is expected to permit the Prime Minister to govern, he has the authority to oppose government actions that do not align with public interest, ensuring accountability and presenting viable alternatives.

2. Acting as the Shadow Prime Minister: The LoP functions as a “shadow Prime Minister,” leading a “shadow Cabinet” prepared to take over if the current government resigns or is defeated. This role demands careful consideration of words and actions, reflecting the same level of responsibility expected from the Prime Minister on national issues.

3. Demanding Parliamentary Debates: In instances where the government attempts to evade parliamentary scrutiny on important issues, the LoP has the right to demand debates, ensuring that critical topics are discussed openly in Parliament.

4. Consultation on Policies: On matters of national importance, such as foreign relations and defense policies, the Prime Minister may consult the LoP. During national crises, the LoP is expected to demonstrate unity by supporting government policies that serve the nation’s best interests.

5. Abstaining from Party Politics Abroad: While the LoP can criticize the government within the country, it is expected that party politics be set aside when representing the nation abroad.

6. Official Spokesperson for Minorities: As the official spokesperson for minorities, the LoP is responsible for advocating justice and taking action against any infringement of minority rights.

7. Involvement in Key Appointments: Gandhi will participate in committees responsible for appointing officials such as the director of the Central Bureau of Investigation, Chief Election Commissioners, National Human Rights Commission chairperson, and Chief Vigilance Commissioner. He will also serve on significant committees like Public Accounts, Public Undertakings, and various Joint Parliamentary Committees.

Salary and Benefits

The LoP enjoys a salary and allowances similar to those of Members of Parliament, as stipulated by the Salary, Allowances and Pension of Members of Parliament Act, 1954, and subsequent amendments. These include:

  • Salary: ₹1 Lakh per month
  • Daily Allowance: ₹2,000 per day for each day of residence in Delhi on duty
  • Constituency Allowance: ₹70,000 per month
  • Furniture Allowance: ₹1 Lakh (₹80,000 for durables and ₹20,000 for non-durables)
  • Office Expense Allowance: ₹60,000 per month (₹20,000 for stationery and postage)

Facilities Provided:

  • A front-row seat in the Lok Sabha next to the Deputy Speaker
  • A dedicated room in Parliament House with secretarial and other facilities
  • Privileges on ceremonial occasions, such as escorting the Speaker-elect and seating in the front row during the President’s Address to both Houses of Parliament

Rahul Gandhi’s new role marks a significant moment in Indian politics, offering him the platform to shape policy discussions and advocate for the rights of minorities and other marginalized groups.
