The Municipal Corporation of Gurgaon (MCG) has issued a stern notice to Bimalraj Outsourcing Pvt Ltd, the private agency responsible for the city’s door-to-door waste collection, for failing to meet contractual obligations. The notice, served on Tuesday, highlights the agency’s operation with an inadequate number of vehicles, leading to irregular garbage pickup in several areas, particularly in zone-2.
Key Issues:
The MCG has received numerous complaints from residents in areas such as Udyog Vihar 1 to 5, Sectors 12A, 14, 15 (Part-1 and 2), 17, 18, 23A, Civil Lines, and Palam Vihar regarding inconsistent waste collection services. The situation has worsened since the MCG terminated its contract with the previous service provider, Ecogreen, in June, and outsourced the waste collection responsibilities to Bimalraj Outsourcing Pvt Ltd across all four zones.
According to the contract, Bimalraj Outsourcing is required to operate 110 waste collection vehicles in zone-2 alone. However, it has been operating with only 44 vehicles, falling 60% short of the required number.
MCG’s Response:
In the notice, the MCG has demanded that Bimalraj Outsourcing immediately provide the additional 66 vehicles needed to ensure comprehensive doorstep waste collection coverage in all affected areas. The contract includes a penalty clause, imposing a fine of ₹1,000 on the agency for each vehicle it fails to supply. This measure is intended to hold the agency accountable for any shortfall in its obligations.
MCG has also directed the agency to address the complaints received from residents and submit a detailed report on the actions taken within two days. The corporation is closely monitoring the situation and will decide on further actions based on the agency’s response.
“We got information that the agency has been using rickshaws too for waste collection. We have told the agency clearly that we want waste collection vehicles, and the agency is short of 66 vehicles for zone-2. We have given them two days’ time. Further course of action will be decided on the basis of their report,” said Harish Mehta, MCG’s Senior Sanitary Inspector for zone-2, who issued the notice.
Previous Penalties:
This is not the first time MCG has imposed penalties on Bimalraj Outsourcing Pvt Ltd. The corporation recently fined the agency ₹50,000 after it was found dumping household garbage in a greenbelt near Kataria Chowk in Sector 14. The agency claimed that the waste was being dumped by unauthorized vendors, but MCG held the company responsible. In July, MCG also imposed a penalty of ₹6 lakh on the agency for not providing the required number of waste collection vehicles in zone-1.
Resident Concerns:
Residents have expressed concerns over the inconsistency in user charges levied by the agency. Some have reported being charged higher rates compared to previous payments. According to the contract, the agency is required to pay MCG 46% of the total user charges collected in zones 1 and 2 and 48.51% of the charges collected in zones 3 and 4, while retaining the remaining share.
As the situation unfolds, residents and authorities alike are watching closely to ensure that waste management services in Gurgaon are restored to an acceptable standard.
