New Delhi – In a significant move, Union Finance Minister Nirmala Sitharaman on Tuesday announced the government’s new initiative, ‘Purvodaya,’ aimed at the comprehensive development of five states in the eastern region of India. The states included in this plan are Bihar, Jharkhand, West Bengal, Odisha, and Andhra Pradesh.
Objectives of ‘Purvodaya’
The ‘Purvodaya’ plan will focus on three main areas: human resource development, infrastructure enhancement, and the generation of economic opportunities. Sitharaman emphasized the rich endowments and strong cultural traditions of these states in her budget speech. “We will formulate a plan, Purvodaya, for the all-round development of the eastern region of the country covering Bihar, Jharkhand, West Bengal, Odisha, and Andhra Pradesh,” she stated.

The idea of ‘Purvodaya’ was first introduced by Prime Minister Narendra Modi in 2015 during the dedication of an Indian Oil Corporation Limited refinery in Paradip. On Tuesday, Prime Minister Modi reiterated the importance of the eastern region’s development, stating that the ‘Purvodaya’ plan would bring new momentum and energy to this initiative. He highlighted the focus on important infrastructure projects such as highways, water projects, and power projects.
Strategic Importance
Union Home Minister Amit Shah also expressed his support for the ‘Purvodaya’ scheme, emphasizing its role in giving new energy to infrastructure, human resources, employment, and economic development in these regions. “This scheme will give new energy to infrastructure, human resources, employment, and economic development opportunities in these regions and these regions will play an important role in building a developed and self-reliant India,” Shah stated.
